Chinalco Zhengzhou Enterprise Alumina Energy Saving and Emission Reduction Upgrading Project Passed EIA Acceptance

On October 25th, a review team consisting of 9 members from the Environmental Protection Agency of Henan Province, the Environmental Protection Academy of Henan Province, the Environmental Protection Agency of Shangjie District, Zhengzhou City, and environmental protection specialists, reduced the alumina consumption of China Aluminum Corporation of China Henan Branch. The EIA report of the escalation and upgrading project conducted a technical review and the review meeting was held in the meeting room of the company's office building No. 3. The leaders of the company, Dong Jianxiong, Zhang Jiqiang, and Deng Jianjie, relevant persons in charge of the alumina plant, thermal power plant, enterprise management department, safety and environmental protection department, and the alumina upgrading and upgrading project design unit and related personnel of the environmental impact assessment unit attended the review meeting.

In the morning, Zhang Jiqiang, general manager of Changlu Company, deputy general manager of Henan Branch, and deputy general manager Deng Jianjie of the company led the inspection team to the roasting workshop main control room, pipeline workshop, and raw material workshop of the alumina plant. After the on-site inspection, Zhang Jiqiang introduced the construction background and related conditions of the alumina energy-saving emission reduction upgrade project. The person in charge of the EIA unit introduced the changes in the project.

In the afternoon, the review team conducted a detailed review of the upgrade assessment project EIA report. During the review, we discussed the details of ultra-low emissions, on-line monitoring, dust collection, and nitride content. Experts of the review team put forward specific rectification opinions and suggestions for each issue. After a day's review, the review team fully affirmed the evaluation report of the Henan Branch’s alumina energy conservation and emission reduction upgrade project. Everybody applauded and gave a final conclusion: There are no major environmental constraints in the project. Compilation of norms, evaluation content in line with relevant guidelines, the proposed environmental protection measures are feasible principles, evaluation conclusions are generally credible, according to the above amendments to the expert opinion may be submitted to the examination and approval.

Zhang Jiqiang said that the company will improve the plan as soon as possible based on the advice of experts and submit it for approval.

Dong Jianxiong, general manager of the Henan branch, expressed gratitude to the inspection team. He pointed out that 58 years of construction of the company in Zhengzhou has been brilliant for so many years, but it has been in a state of loss since 2008. The main reason is that the equipment is outdated. The energy consumption index is high and labor productivity is low. Although Chinalco has great support for Zhengzhou enterprises, all levels of governments in Henan Province, Zhengzhou City, and Shangjie District have provided many guidance programs to the company and they have given strong support. However, if backward technologies are used, There is no way to change this state of affairs. Therefore, under the very difficult circumstances, Chinalco made the Henan branch promote the project, which led to a significant drop in costs. It stood at the forefront of the industry and rejuvenated the company. Today, experts once again review the EIA report. In response to existing problems, our follow-up study will be completed again.

Tung Chee-hung said that as a central state-owned enterprise, we must assume corresponding social responsibilities and establish benchmarks in the industry and other enterprises. No matter what kind of difficulties the company is facing, it will be responsible for the local government. It is hoped that through this project, the employees and family members of the company can get out of the predicament, have a better living space, and do their best for the economic growth of Zhengzhou City and Shangjie District.
