Only 4.2% of Chinese industrial enterprises above designated size apply for patents

Tian Lipu, director of the State Intellectual Property Office, said at the meeting of the directors of the National Intellectual Property Office recently that China's innovation capability is still unable to meet the development needs. The number of independent intellectual property rights in key industries and core areas is small, and a large number of independent intellectual property achievements still remain. In the laboratory stage, the ability of enterprises to use intellectual property is weak.

He revealed: "Only 4.2% of China's industrial enterprises above designated size apply for patents."

According to the survey, in the current financial crisis, the overall sales of national and local IP pilot model enterprises showed an increasing trend, and the growth rate of sales of patented products was generally higher than the growth rate of total sales, while the sales of non-patented products generally declined. The average profit margin of patented enterprises is 1.6% higher than that of non-patented companies. This fully demonstrates that intellectual property support is huge.

In the face of the upcoming new round of technological innovation and economic development, Tian Lipu believes that Chinese companies must place intellectual property rights such as patents at an important position, both at the international and domestic levels.

Look at the actions of overseas companies in China. Affected by the financial crisis, in 2009, foreign companies applying for patents in China fell by 10.9% year-on-year. However, in emerging fields such as information technology, foreign patent applications in China showed double-digit growth. “Developed countries tried to pass intellectual property rights in emerging industries. The intention of layout to control the commanding heights of the international market strategy is obvious." Tian Lipu said.

Not only that. According to statistics, in 2009, a total of 22 countries and regions initiated 166 “trade remedy investigations” on Chinese products, involving an amount of US$12.7 billion. In 2009, the number of patents and trade secret infringement cases filed by Chinese companies in the United States increased significantly. In the year, a total of 8 “337 investigations” lawsuits against Chinese goods were filed, involving an amount of US$400 million.

Tian Lipu said: "Intellectual property rights and WTO rules and emission reduction responsibilities have become the weapon of developed countries to suppress competitors, and it is likely to become a normal state of international competition in the future. From our own, China's economy must achieve sustainable development. It requires intellectual property to provide a strong internal motivation. Chinese enterprises need to seek opportunities from the crisis, turn crisis into opportunity to win market opportunities, and more need the core competitiveness of intellectual property."

At the meeting, the State Intellectual Property Office presented the "Special Tasks and Implementation Guidelines for Enterprise Intellectual Property Strategy (Draft for Comment)" and "Several Opinions on Further Strengthening Enterprise Intellectual Property Rights (Draft for Comment)" for discussion. .

The "Guide" provides six special tasks and 60 task decompositions. It guides enterprises to establish an intellectual property management system, conduct correct intellectual property deployment, master the skills of using intellectual property rights to compete in the market, and effectively protect intellectual property rights. “Several Opinions” proposes that by 2015, the output value of enterprises with independent intellectual property rights will account for more than 15% of the total output value.

In 2010, the State Intellectual Property Office will further deepen the pilot demonstration work of enterprise intellectual property rights, implement the IPR strategy promotion project for SME enterprises, and launch the project of cultivating independent intellectual property advantage enterprises.
