Development and Reform Commission: the price of non-residential electricity in 15 provinces and cities is raised

The National Development and Reform Commission announced on May 30 that since June 1st, the prices of industrial and commercial electricity and agricultural electricity in 15 provinces and municipalities have been raised by 1.67 cents per kWh, but the electricity prices of residents have remained unchanged. The provinces and cities that raised the sales price include Shanxi, Qinghai, Gansu, Jiangxi, Hainan, Shaanxi, Shandong, Hunan, Chongqing, Anhui, Henan, Hubei, Sichuan, Hebei, and Guizhou. Among them, the sales price of Shanxi Province was the highest, rising by 2.4 points per kWh; Sichuan Province had the smallest increase, up 0.4 points per kWh. The National Development and Reform Commission has raised the on-grid tariffs of 12 provinces since April 10. The on-grid tariffs in Anhui, Hunan and Jiangxi have been raised since June 1. The on-grid tariffs of these provinces are raised by an average of 2 points per kWh. Among them, Shanxi raised 3.09 points, the lowest price adjustment is Guizhou, the price of electricity per kWh increased by 1.24 points. The relevant person in charge of the price department of the National Development and Reform Commission asked all localities to clean up the preferential electricity prices for high-energy-consuming industries and strictly supervise the price increase of coal enterprises. The person in charge stressed that since this tariff adjustment does not involve residents, it will not have a direct impact on CPI, and the indirect impact is quite limited. The person in charge said that the price adjustment only considers the cost pressure brought by the rising coal price to the power companies, and does not consider the losses caused by blind expansion of power companies and high energy consumption of power units. He said that the root cause of the current "electricity shortage" cannot be attributed to the fact that the price of electricity is not in place, and it is necessary to analyze the specific provinces. From January to April, the national demand for electricity increased by 12.4% year-on-year. The rapid growth of demand side is one of the important reasons for the “electricity shortage”. The person in charge analyzed that if the coal price rises by more than 40 yuan per ton, it will offset the increase in the on-grid price. In order to prevent coal prices from rising along with electricity prices, relevant departments will strengthen supervision over coal prices and maintain stable coal prices. Earlier, the National Development and Reform Commission issued a notice requesting that the contract coal supply price be maintained at the 2010 level and that the price should not be changed in disguise. At present, the National Development and Reform Commission is organizing inspection teams to carry out thermal coal contract inspections. It has been found that some enterprises have price increases. The person in charge said that if the coal enterprises are not in place, they will be punished.
