China's frequent trade investigations 16 industries will build an early warning mechanism

China has been ranked first in trade investigations for 14 consecutive years
16 key industries will build damage warning mechanism
As of November, 19 countries and regions have initiated 102 trade investigations on Chinese products this year, involving more than US$11.68 billion. According to the Global Trade Friction Research Report (2009) issued by the Ministry of Commerce, as of 2008, China has ranked first in the global trade relief survey for 14 consecutive years. China's trade remedy is not required to be "internal and external repair", and the trade remedy system should be improved internally. The dispute resolution mechanism should be actively used to safeguard China's legitimate rights and interests.

Technical barriers become the biggest obstacle to exports
The impact of the financial crisis on global physical industries has led WTO members to frequently use trade remedy measures to protect domestic industries.

In 2008, a total of 222 new cases of trade relief were launched globally, an increase of 24.7% over 2007. As of October 28 this year, WTO members have launched a total of 225 new trade remedy cases, exceeding the level of last year.

Although there are more than 90 countries and regions for anti-dumping investigations, the most litigations are still in a few countries and regions such as China, India and South Korea. From the perspective of the industry involved, the global trade remedy survey mainly focuses on metals, chemical products and rubber and plastic products, while trade remedies cover the most areas of steel and chemicals and some light industrial products.

At present, frequent trade remedy investigations have deeply affected China's related industries and institutional fields. Yang Yi, director of the Bureau of Industrial Damage Investigation of the Ministry of Commerce, said that “technical barriers to trade will become the most important obstacle for China's product exports. The current technical barriers to trade in China are mainly There are product recalls from the US Consumer Safety Commission, refusal of entry by the US Food and Drug Administration, food detention in Japan, etc."

It is understood that more than one-third of China's export enterprises were affected by foreign technical trade measures to varying degrees, and the export trade lost more than $50.5 billion.

China's trade remedy is still in its infancy
Compared with traditional trade protection measures to protect the emerging industries in China, Wang Chao, Assistant Minister of Commerce, believes that the current trade protection measures are full of diversity and volatility. “The purpose of the new round of protection is to protect domestic traditional industries, enhance competitiveness, maintain employment rates and promote economic growth.”

Wang Chao said that China's foreign trade will face the containment of international trade protectionism for a long time, and trade frictions will be normalized, diversified and complicated. However, China's policy measures to deal with friction and maintain industrial security have yet to be strengthened. "Since the financial crisis, China has increased the use of trade remedy measures. The scope of industrial relief has been expanded to the fields of instrumentation, machinery and automobiles, and relief measures are also enriched." But he said that China’s trade relief and maintenance industry security work remains In the primary stage, the means of response are still insufficient.

"The United States, the European Union and other developed countries have used the dispute settlement mechanism most frequently. The frequency of China's use of the WTO is relatively low. There are only six cases in which China has participated as a complainant. China should actively respond to trade dialogues and exchanges and avoid as much as possible. Reduce trade frictions, correctly understand the WTO dispute settlement mechanism, and actively use dispute settlement mechanisms to safeguard China's legitimate rights and interests." Yang Yi said.

Yang Yi also admitted that China's industrial scale expansion and scientific development failed to progress simultaneously, which weakened the positive effect of trade remedy measures on domestic industrial relief. Some backward production capacity has taken the opportunity to expand, which has a negative impact on energy conservation and environmental protection, comprehensive utilization of resources, and safe production.

"Enrich trade remedy, expand the scope of industrial relief, and improve the ability to deal with trade friction and industrial security." Wang Chao said that the Ministry of Commerce will improve China's trade remedy system in the future.

Key industries will build an industrial damage warning mechanism
China has established an early warning mechanism for industrial damage in the steel, textile and other industries. A few days ago, the relevant person in charge of the Industrial Injury Investigation Bureau of the Ministry of Commerce told reporters that 16 key industries including logistics, light industry and chemical industry will build an industrial damage early warning mechanism. It is understood that this mechanism will track and monitor the operation of the industry, market changes, and business development. Through the early warning model and the expert group organized by the industry association, the operation and market conditions of similar enterprises at home and abroad will be analyzed and compared, and the judgment may exist. Such as price upside down, low-level redundant construction, anti-dumping and other industrial damage abnormalities, and timely release of warning information to the industry and enterprises, to provide relevant measures to provide decision support.
