According to statistics, at present, the number of SMEs accounts for 99% of the total number of enterprises, creating nearly 60% of the total economic output and nearly half of the fiscal revenue, providing more than 75% of the urban population employment opportunities, and absorbing more than 75%. In order to put this "major strategic task" into practice, China has successively issued a series of relevant documents to promote the development of small and medium-sized enterprises. For example, in 2003, the Law on the Promotion of Small and Medium-sized Enterprises was introduced. In 2005, several opinions were expressed to encourage and guide the development of non-public sectors of the economy, such as private and private sectors (ie, 36 non-public economies), and a society conducive to the development of small and medium-sized enterprises was gradually formed. Atmosphere. On this basis, the Guofa No. 36 document issued this time puts forward policy measures to further promote the development of SMEs. The starting point and the foothold of these policy measures are undoubtedly to further create a good environment conducive to the development of SMEs.
Taking the improvement of the SME policy and legal system as an example, Circular 36 is elaborated from three aspects: First, implement policies and measures to support the development of SMEs, clean up laws, regulations and rules that are not conducive to the development of SMEs; second, deepen monopoly industries. Reform, expand market access, reduce barriers to entry, and further create an open and fair market environment; third, speed up the formulation of financing guarantee management measures, revise the General Rules for Loans, revise the standards for SMEs, and clarify the standards for small businesses. Support Policies. Obviously, starting from these three aspects and improving the policy system of SMEs, we have further created a good legal environment conducive to the development of SMEs. A good legal environment is undoubtedly conducive to creating a good public opinion environment. Taking the financing of SMEs as an example, the 36th article is elaborated from five aspects: First, comprehensively implement the financial policy to support the development of small enterprises, second, strengthen and improve financial services for small and medium-sized enterprises, and third, further expand SMEs. The financing channel, the fourth is to improve the credit guarantee system for SMEs, and the fifth is to play the role of credit information services in the financing of SMEs. Obviously, starting from these five aspects, it has effectively alleviated the financing difficulties of SMEs, and further created a good financial environment conducive to the development of SMEs. The good financial environment has accelerated the pace of listing on the GEM, which is conducive to improving the listing and breeding mechanism of SMEs, and is conducive to expanding the scale of SMEs' listing and facilitating the direct financing of SMEs. In this context, SMEs are both full of people and rich in financial resources. Can they go further?
In particular, it is necessary to clearly point out that the 36th issue of Guofa issued this time proposes 29 policy measures to further promote the development of SMEs. Compared with past policy measures, these 29 policy measures are formulated in response to the prominent contradictions and problems faced by SMEs. There are many new policy points. For example, improve the relevant systems for government procurement to support small and medium-sized enterprises, formulate specific measures for government procurement to support the development of small and medium-sized enterprises, increase the proportion of goods, engineering and services for purchasing small and medium-sized enterprises, and create more opportunities for small and medium-sized enterprises to participate in small and medium-sized enterprises. The implementation period of the phased deferred payment of social insurance premiums or lowering the rate policy was extended to the end of 2010; the credit evaluation system for small enterprises was improved, the efficiency of write-off of bad loans for small enterprises was improved, and the credit exemption mechanism for credit officers was established. Encourage the establishment of a small enterprise loan risk compensation fund, grant appropriate subsidies to financial institutions for the issuance of small business loans, moderate risk compensation for small business non-performing loan losses, and small profit-making enterprises with annual taxable income of less than 30,000 yuan. The income tax will be reduced by half; in the special investment in technological transformation within the central budget and the special funds arranged by the local government, support the technological transformation of small and medium-sized enterprises; accelerate the establishment of the National Small and Medium Enterprise Development Fund, and guide social funds to support the development of small and medium-sized enterprises. Obviously, many of these 29 policy measures are policy points that are proposed or highlighted for the first time. Seriously implementing these 29 policies and measures has further created a favorable policy environment conducive to the development of SMEs.
Promoting the development of SMEs is a major strategic task. If you have a good legal environment, a good financial environment, and a good policy environment, then the implementation and completion of this major strategic task can be summed up in one sentence, called the time and place.
