The relevant information is hereby notified as follows.

First, the overall situation

The State Administration of Safety Supervision organizes the “Three Simultaneous Occupational Disease Prevention Facilities for Construction Projects of 50 Enterprises (including 16 Branches of Central Government-owned Enterprises) in 8 Provinces (Autonomous Regions) including Shanxi, Inner Mongolia, Heilongjiang, Jiangxi, Shandong, Guangdong, Guizhou and Ningxia. The security supervisory departments in Shandong, Guangdong, Guizhou, and Inner Mongolia will take the “three simultaneous” supervision of occupational disease prevention facilities for construction projects as an important part of law enforcement, and strengthen post-event supervision.

In accordance with the law, 14 central enterprises carried out the “three simultaneous” work of occupational disease prevention facilities for construction projects, and the occupational disease hazard protection measures were basically in place.

Second, check the main problems found

The special inspection found a total of 261 problems of various types (see Annex for details), which are mainly reflected in the following three aspects:

(a) The implementation of the "three simultaneous" system is not in place.

Of the 50 construction units that were inspected on site, 32% of the construction units (2 of 16 construction units were central enterprises, and 14 of them were private or private enterprises) did not carry out “three simultaneous” occupational disease prevention facilities for construction projects according to law. Among them, 10% of the construction units (5) did not carry out “three simultaneous” occupational disease prevention facilities and 22% of the construction units (11) implemented the “three simultaneous” system of occupational disease prevention facilities (there was no pre-evaluation of occupational hazards for construction projects. Or occupational disease prevention facility design).

(b) Occupational disease prevention measures are not standardized.

The 50 construction units that were inspected on site had 104 problems in protective measures. Among them, 54% of the construction units (27) did not set up occupational disease prevention facilities such as ventilation and detoxification, airtight dust removal, or settings that did not meet the requirements; 40% of the construction units (20) had personal protective equipment that was unqualified, and some contact dust posts only Equipped with cotton gauze masks or masks that do not meet the requirements for dust protection, some contact poison positions are equipped with medical masks; 14% of the construction units (7) have set up and equipped unqualified occupational hazard warning devices, emergency rescue facilities, and emergency drugs.

(C) occupational health management is not in place.

The 50 construction units that were inspected on site had 138 problems with non-standard management. Among them, 46% of the construction units (23) did not organize and carry out occupational health checkups in accordance with regulations, did not arrange for review of abnormal medical checkups, or removed occupational taboos from harmful work posts; 58% of the construction units (29) did not follow The occupational hazards bulletin board, warning signs and notice cards were set up in standards; 36% of the construction units (18 companies) had not implemented the occupational health management responsibility system; 36% of the construction units (18) labor dispatching operators had severely lost occupational health management. .

Third, the next step requirements

(1) Supervise the implementation of rectification.

The relevant local safety supervisory departments must dispose of existing employers in accordance with the law in accordance with the law, and urge the construction unit to rectify the problems found in this inspection in a timely manner so as to ensure that corrective measures are put in place. Relevant provincial safety supervisors are required to submit the rectification information to the Occupational Health Division of the State Administration of Safety Supervision before December 15, 2017.

(B) strict supervision of law enforcement.

The local security supervisory departments at all levels must adopt random checks, unannounced visits, interviews, and other methods to continuously increase the frequency and intensity of supervision and enforcement, and urge construction units to carry out pre-evaluation of occupational hazards in strict accordance with the laws, regulations, and technical standards for prevention and treatment of occupational diseases. Design of occupational disease prevention facilities, assessment of occupational hazards control effectiveness, and acceptance of occupational disease prevention facilities to ensure the effectiveness of occupational disease prevention facilities and management measures. Penalties shall be imposed on construction units that refuse to perform their main duties, have serious workplace dust pollution hazards, and have inadequate rectification management. , and include the joint disciplinary targets to effectively create a deterrent effect.

(c) Strengthen publicity training.

The local security supervisory departments at all levels shall further supervise the principals of the construction unit and occupational health management personnel to strengthen occupational health training, and use the "Occupational Disease Prevention Law Publicity Week", the National "Safety Production Month" and other activities and Wechat and other network platforms to carry out various forms.
